PROBLEM TO BE SOLVED: To control a transmission power to satisfy a desired communication quality in an access method used by a mobile station device in consideration of an effect of frequency selection diversity when the access method is switched to another one having a different effect of frequency selection diversity.

SOLUTION: In a wireless communication system in which a communication control device and a communication terminal device that can use a plurality types of access methods perform wireless communication by using any of the access methods when the necessity of change in the access method arises the communication control device determines the access method after change notifies the communication terminal device of switching from the access method before change to the determined access method and performs transmission power control corresponding to communication characteristics of the determined access method.
