A wireless network controller that quantifies the multiplexed data allowed by the grant to closely match the wireless transmit / receive unit (WTRU), node-B, and selected enhanced uplink transmission format combination (E-TFC) transport block size. A method executed in a wireless environment including (RNC) is disclosed. Scheduled and non- allowed to be transmitted so that the amount of multiplexed data in the Enhanced Uplink (MAC-e) Protocol Data Unit (PDU) closely matches the selected E-TFC transport block size. The amount of scheduled data is quantified. In one embodiment, the sum of the scheduled and non-scheduled data including MAC information and control information multiplexed into a MAC-e PDU matches at least one grant (serving) to closely match the selected E-TFC transport block size. The amount of buffered data allowed to be multiplexed by grant and / or non-serving grant is quantified.
