A MAC(Media Access Control) multiplexing and TFC(Transport format Combination) selecting procedure for an enhanced uplink is provided to make the amount of transmission-allowed scheduled and/or non-scheduled data increased or decreased in proportion to a grant. A WTRU(Wireless Transmit/Receive Unit) receives a scheduled data grant from a node-B or a non-scheduled grant from an RNC(405). An E(Enhanced)-TFC transmission block size is selected based on the amount of data permitted to be multiplexed according to the scheduled and non-scheduled grant(410). The maximum amount of scheduled and/or non-scheduled data permitted to be transmitted according to the scheduled and non-scheduled grant is quantified, so that the amount of data multiplexed to each MAC-e PDU(Protocol Data Unit) can be matched to be close to the selected E-TFC transmission block size(415).
