A wideband code division multiple access (W-CDMA) frequency division duplex (FDD) user equipment (UE) comprises a medium access control - dedicated channel (MAC-d) configured to produce MAC-d flows for logical channels for transfer over an enhanced dedicated physical channel (E-DPCH). An enhanced dedicated channel transport formal combination (E-TFC) selection device configured to receive a power offset and a serving grant and configured to select an E-TFC out of a plurality of supported E-TFCs, the plurality of supported E-TFCs having different granularities. The selected E-TFC is a largest supported E-TFC that does not exceed a size derived from the received serving grant and the provided power offset. A multiplexing device configured to receive the selected ETFC and the MAC-d flows and configured to multiplex data of the MAC-d flows into an medium access control enhanced dedicated channel packet data unit (MAC-e PDU) having a size corresponding to the selected E-TFC.
