this application provides a communication method and a communications device. the method of communication includes: receiving, by a network device from a terminal device, data ported in a first schedule-free resource, wherein the data is transmitted using a first harq hybrid auto-repeat request process; decoding, by the network device, the data to generate harq return information; and send, by the network device, dci downlink control information to the terminal device, where the dci include the return information from harq, the dci additionally include first indication information, and the first indication information is used to indicate the first harq process. a harq process corresponding to the harq return information is additionally indicated while the harq return information is sent to the terminal device using the dci, so that the terminal device can efficiently process data from the corresponding harq process based on the return information of harq, to improve data transmission efficiency.
