In a mobile radiotelephone system employing TDMA or CDMA, mobile units (5, 7) often must determine the timing and approximate power required for transmissions to a base station. The information broadcast by base stations allows the mobile station to approximate its distance from each base station (1) based on an average received signal strength and thereby determine the approximate location of the sector. The broadcast information may include the mean radial distribution of signal strength <MU>versus<MV> distance. From the broadcast information, the mobile station (5, 7) determines the propagation loss for a transmission to the base station and the appropriate power level and timing for the transmissions. Therefore, the mobile station (5, 7) transmits signals to the base station (1) at the given signal synchronization and power level.
