The invention claims a method for implementing PNM redirection service in circuit switched (CS) domain to resolve technological problems of inaccurate billing and disordered service scheduling in the current technology. When the CS domain user in PN network is called it comprises following steps: the network unit with RIQF function in network transmits redirection information querying message to AS according to the received service request; said AS receives the redirection querying message produces redirection information in accordance with setting of the user and returns it to said network with RIQF function; the network with RIQF function controls the route according to the redirection information and finally controls to forward said call to UE determined in the direction information. In the meantime the invention also claims a system for implementing PNM service in the CS domain and network unit with RIQF function. By program in the invention problems of GMSC charging former called user and wasting the forwarding count in current technology as well as disordered service scheduling are avoided.
