(550) storing the semi-static capability in the core network (525). transmitting data via a wireless node (515) before the mobile station transition to the idle state. When the transfer back to an active state from the idle state if semi-static capability does not change then the user equipment is connected with a dynamic capability request (540) to the wireless node (515) without transmitting the semi-static mobile station capability.
