Certain aspects of the present disclosure relates to techniques for reducing decoding complexity for a low cost device (e.g. UE) and low cost. A technique may include simplifying the PDCCH format. This can include: generating a compact DCI format of sending DCI to low cost equipment. compact DCI format can be corresponding with at least one of standard DCI format used by conventional UE and when compared with the standard DCI format the compact DCI format may include a reduced number of bits. A further technique may include: reducing times of blind decoding. The technology may include from a finite set of decoding candidates selecting resources for sending DCI set such that low-cost device receives only needed for a limited decoding candidate set to perform blind decoding.
