The embodiments of the present invention provide an information transmission method a base station a user equipment and a system which relate to the field of information transmission. The method comprises: determining a characteristic parameter of a user equipment; according to a corresponding relationship between the characteristic parameter and a resource configuration determining the resource configuration corresponding to the characteristic parameter of the user equipment and taking the resource configuration corresponding to the characteristic parameter of the user equipment as a first resource configuration wherein the first resource configuration comprises one or more of the following sub-configurations: spread spectrum resource configuration random access preamble format configuration narrow band resource configuration and frequency hopping pattern configuration; and determining resources according to the first resource configuration and adopting the resources to perform information transmission with the user equipment. According to a corresponding relationship between a characteristic parameter and a resource configuration the present invention determines a first resource configuration corresponding to the characteristic parameter of a user equipment and adopts resources determined by the first resource configuration to perform information transmission; and unnecessary resource usage and power consumption are avoided and the resources are saved.
