Downlink control channel in the control zone of each downlink subframe in telecommunication system is divided at least one common subset of downlink control channel and multiple groups of subsets of downlink control channel by the present invention, so that the common subset or each common subset will be decoded by each user equipment, and each group subset will be decoded only by limited group of user equipment.Then, the resource assignment message for user equipment can be transmitted on the downlink control channel of relevant group subset, the message is decoded by a large amount of UE that will not act on the message to avoid needs, at the same time, broadcast message can be transmitted on the downlink control channel of related common subset, to avoid needing that message is transmitted several times.
