A method performed by a user equipment (UE) for wireless communication is provided. The method includes receiving a master information block (MIB) from a cell, the MIB including a cell barring information element (IE); receiving a system information block type 1 (SIB1) from the cell, the SIB1 comprising a first non-public network (NPN) identity (ID), a first cell reservation associated with the first NPN ID for an operator use IE and a cell reservation for another use IE; and determining that the cell is regarded as a candidate cell for a cell selection or cell reselection procedure when the cell forbidden IE is "non-forbidden", the cell reservation for other use IE is not "true", the first cell reservation for operator use IE is "reserved", the first NPN ID matches a registered independent non-public network (SNPN) ID of the UE, and the access ID of the UE is 11 or 15, when the cell forbidden IE is "non-forbidden", the cell reservation for other use IE is not "true", the first cell reservation for operator use IE is "reserved", the first NPN ID matches the UE's registered independent non-public network ID, and the UE's access ID is 11 or 15.
