The embodiment of the invention provides a data transmission method and device, and the method comprises the steps: determining a first data transmission mode according to a data transmission mode supported by network equipment and a data transmission mode supported by terminal equipment when the terminal equipment is in an inactive state; and sending uplink data to the network device according to the first data transmission mode. And the power consumption and the signaling overhead when the terminal equipment transmits the uplink data are reduced.
