A method for controlling a mobile station (MS) the local operation. the method comprises: according to the selected network cell for generating special cell group (10) and group (10) according to control operation of a mobile station (MS). According to a preferred embodiment if the original cell and/or new cell is a special cell then it is transmitted to the mobile station in handover operation so that the mobile station can reject handover information on this point.
