The invention relates to a method and apparatus for selecting user units (301 303 501) to be the carrier of the measurement. user units (301 303 501) by a communication system service and operable to measure carriers in one frequency band the band typically belongs to a different communication system. the device comprises a performance processor (329) for determining and measuring in the band user units (301 303 501) of measuring performance related to the user unit (301 303 501) for measuring performance characteristics. the device further comprises a carrier subset selector (331) for selecting user unit in the frequency band to be measured carrier subset. selecting the subset of carriers according to the measured performance characteristic. The invention can be applied to the 2 generation and 3 generation cellular communication systems such as GSM/UMTS.
