A device for generating a dispersed pulse vector used for a speech coding / decoding device, comprising a pulse vector generator configured to generate a pulse vector having a signed unit pulse; a dispersion pattern memory configured to store a plurality of predetermined dispersion patterns; a dispersion pattern selecting means configured to select a dispersion pattern among the plurality of predetermined dispersion patterns, the dispersion pattern selecting means including: a first selector which performs a preselection of dispersion patterns of the plurality of predetermined dispersion patterns; a second selector which determines the dispersion pattern from the preselected dispersion pattern to be convolved with the momentum vector; a dispersed pulse vector generating device configured to generate a dispersed pulse vector by convolving the pulse vector and the selected dispersion pattern.
