A communications system for transmitting messages via a radio channel between a central location (100) of a plurality of central locations and a plurality of two-way remote data units (106). Each central location (100) has a radio coverage area (300) and each remote unit has a unique address and association with one of the central locations. When a message addressed to one of the remote units is received in one of the central locations, a file (804) of addresses of remote units is explored in order to find the location and association with respect to a central location of the remote unit to which the message is addressed. If the corresponding address is found and indicates that the remote transceiver is in the area covered by the central location that received the message, the addressed message is stored and transmitted by that location. If a matching address is found, which indicates that the remote transceiver is in another central location, the addressed message is relayed to that location for transmission.
