AN ENCODER APPLIES A DIGITAL FILTER BANK SUCH AS A TRANSFORMATION OR SUBBAND FILTER BANK TO AN INPUT SIGNAL TO GENERATE A SUBBAND FREQUENCY INFORMATION, CODES THE INFORMATION OF THE RESULTING SUBBAND TO ADAPTABLE BIT LOCATION FIXED LENGTH REPRESENTED BY FIXED NUMBERS OF BITS AND VARIABLE LENGTH VALUES REPRESENTED BY VARIABLE NUMBERS OF BITS, AND FORMAT THE INFORMATION OF THE SUBBAND IN A SIGNAL CODED IN WHICH DIFFERENT LENGTH IS POSITIONED IN POSITION. IN RESPONSE TO A CODED SIGNAL INCLUDING SUBBAND INFORMATION REPRESENTED BY FIXED LENGTH VALUES AND VARIABLE LENGTH VALUES, A DECODER REMOVES THE FIXED LENGTH VALUES REPRESENTED BY FIXED NUMBERS OF PRE-PRESENTED SEVERAL POSITIONS BY THE PRESIDIFIED POSITIONS VARIABLE LENGTH REPRESENTED BY BITSSE VARIABLE NUMBERS ARE ESTABLISHED IN RESPONSE TO FIXED LENGTH VALUES, AND GENERATES AN OUTPUT SIGNAL BY APPLYING AN INVERTED FILTER BANK TO EXTRA-SUBBAND INFORMATION.
