A method for reconfiguring radio bearers in a cellular configuration network comprising initiating, at a network component, reconfiguration of a bearer between a base station and a mobile device by transmitting a signal from the component to the device which includes information defining the reconfiguration and additional instructions in conjunction with that reconfiguration. The signal may be an RRC message, and may have instructions applicable to other layers. The signal may have messages transmitted via the layers to which the messages are applicable, and these layers may be the PDCP, MAC or RLC layers and may involve instructions to the mobile device for implementation, which may be indications to perform or to avoid performing SCG or MCG leg MAC reset, RLC re-establishment or release, or PDCP re-establishment or recovery. The method may involve a PDCP security key update to initiate MAC reset, RLC re-establishment and PDCP re-establishment.
