PROBLEM TO BE SOLVED: To allow a plurality of users to share the same physical resource in common by transmitting information denoting start of an inactive period after an active data transmission period or permission of opened connection between a mobile station and a network so as to maintain physical connection of a packet radio service even during the inactive period.

SOLUTION: A control unit 103 of the mobile station controls a signal processing block 133 encodes a MAC header parameter of an RLC block and controls a transmission block to transmit the RLC block. When the transmitted RLC block is a final block of TBF data blocks a parameter CV of the MAC header is set to 0 and a TR (TBF open) is set to 1 and the RLC block is transmitted. With this the TBF is opened. When the transmitted RLC block is final block in a buffer the parameter CV is set to 0 and the TR is set to 0 and the RLC block is sent. Thus although the TBF is not opened but a data flow goes into an inactive period.
