PROBLEM TO BE SOLVED: To improve the power efficiency of terminal equipment by decreasing PAPR in a mobile communication system.

SOLUTION: Concerning a modulator 100 for converting source data which are contained in terminal equipment to utilize at least one channel to a channel modulating signal having many pairs of in-phase and quadrature phase data this modulator is provided with an encoder 110 for coding the source data for generating at least one data part and one control part a code generator 120 for generating at least one spread code to be assigned to a channel and a spreader 130 for generating the channel modulating signal by spreading the control part and the data part by utilizing the spread code.
