PROBLEM TO BE SOLVED: To realize high speed communication while realizing development of a service area by making good use of an advantage that it is not necessary to perform inter-base station synchronization by a frequency division system.

SOLUTION: Each frequency channel is constituted of a multi-carrier in an OFDM system and the OFDM sub-carrier of each frequency channel is arranged so as to be mutually orthogonal so that plural channels can be recognized as one OFDM signal. Then a service area using a basic frequency channel set with a base station as a center is provided with a service area using plural frequency channels.
