(57) (Summary) In the call setup method, when routing an incoming call, the called mobile station (MS) is checked to see if a barrier is provided to the incoming call. In known call setups, an incoming call barrier prevents routing of all calls directed to the mobile station. The call setting method of the present invention is characterized in that an incoming call barrier is bypassed in the case of a call having a high priority. The present invention also includes a first subscriber register (HLR) for storing subscriber data permanently and a second subscriber register (VLR) for temporarily storing subscriber data. It also relates to a mobile communication system. An incoming call barrier is set in the subscriber data. The mobile communication system according to the present invention is characterized in that it is configured to bypass an incoming call barrier in the case of a call having a high priority.
