PROBLEM TO BE SOLVED: To properly distribute utilizable capacitance of resources that can be utilized among users relating to a system containing the resources shared by a plurality of users.

SOLUTION: The system comprises a resource with capacitance measurement and a plurality of users each of which comprises a usage rate a set of persistence vectors and a set of available rate. The use of the resource by each of the plurality of users is determined at least partially by the use rate of the user each usage rate of the plurality of users is selected from among at least the set of available rate of the user and the selection is determined at least partially by one of the sets of the persistence vectors.
