Embodiments of the present invention disclose a method and apparatus for service identification and routing in a multimedia broadcast and multicast service (MBMS) system. The device comprises a radio access network device (RNC) and a backbone network device (CN) that communicate with each other via an Iu connection. The CN includes a service information transmission module used to transmit identification information corresponding to a service to which the UE subscribes to the RNC. The RNC comprises a service identification and routing module that is used to identify services by identification information and to determine the path of MBMS services in the non-access layer. The RNC interacts with the CN for interface information to obtain identification information corresponding to the service to which the UE subscribes, identify the service, and determine the path of the MBMS service in the non-access layer.
