The service control element stores user filter criteria. Upon receipt of a session request that identifies the user, it checks whether the session request matches the user filter criteria and, if the session request matches the user filter criteria, outputs the session request to a defined service platform. The service control element is configured to retrieve a capability information element before forwarding the request to the service platform, which capability information element determines the users dynamic capability to use the service provided by the service platform. It is an instruction. If the information element indicates that the user cannot use the service provided by the service platform, the session is terminated.
