PROBLEM TO BE SOLVED: To improve processing efficiency of random access from a mobile station to a wireless base station.

SOLUTION: The wireless base station 1 specifies a random access signal when downlink data transmission to the mobile station 2 is to be carried out. The mobile station 2 transmits the specified random access signal to the wireless base station 1. The wireless base station 1 transmits timing adjustment information based on the reception result of the random access signal and uplink wireless resource allocation information to the mobile station 2. When there is control data to be transmitted to the wireless base station 1 the mobile station 2 transmits the data by using an allocated uplink wireless resource. When there is no control data to be transmitted a synchronization completion report based on the timing adjustment information is transmitted.
