A subscriber terminal for use in a wireless network capable of communicating according to a multi-carrier protocol is disclosed. The subscriber terminal determines a total average signal level over N subbands each including a plurality of subcarriers. The subscriber terminal determines a first average signal level in the first subband. The subscriber terminal then forwards a channel quality indicator (CQI) feedback message to the wireless network. The CQI feedback message includes a first data field representing a total average signal level and a second data field representing a first average signal level. The first data field may represent the total average signal level with an absolute value, and the second data field may represent a first average signal level with respect to the total average signal level.
