An access terminal (AT) in a cellular communication system is configured to operate in an active hold hold (AH) state, which is a transition state between a traffic state and a dormant state. While in the AH state, the AT supplies power to its transmit chain with a low duty cycle, saving battery power. In order to improve the robustness of communication, the wireless network performs power control at a higher level than AT power control in the traffic state. The transition from the traffic state to the AH state starts after reverse link inactivity continues for a short time. The AT maintains the AH state while receiving the forward link payload data. Transmission of the reverse link payload packet in the AH state initiates a transition to the traffic state. When the inactivity continues for a long time, the transition from the AH state to the dormant state is started. (Selection) Figure 4
