PROBLEM TO BE SOLVED: To ensure normal communication between a user device and a base station apparatus using a common channel for uplink even when delivery confirmation information which is NACK is erroneously decoded as ACK.

SOLUTION: The base station apparatus communicates with the user device in a mobile communication system. The base station apparatus includes a means for preparing the delivery confirmation information indicating whether an uplink signal received from the user device should be retransmitted a means for preparing control information that permits the user device to transmit an uplink signal and a means for notifying the user device of the delivery confirmation information and the control information. When the delivery confirmation information indicates a negative acknowledgement the control information includes retransmission information indicating that an uplink signal previously transmitted by the user device should be retransmitted.
