PROBLEM TO BE SOLVED: To provide a method and system for realizing optimized network changeover.

SOLUTION: In a connection establishment process in preparation for changeover from a source network to a target network in the case that connection between an SGW (Serving Gateway) and a PDN GW (Packet Data Network Gateway) is set the SGW transmits to the PDN GW a message instructing the PDN GW not to change an uplink data path and a downlink data path of a user plane from the source network to the target network. After completion of preparation for changeover from the source network to the target network the SGW instructs the PDN GW to change the uplink data path and the downlink data path of the user plane from the source network to the target network.
