PROBLEM TO BE SOLVED: To prevent deterioration of system throughput due to deterioration of use efficiency of a communication resource of a channel for performing frequency diversity transmission when frequency scheduling transmission and frequency diversity transmission are simultaneously performed in multicarrier communication.

SOLUTION: A modulating section (12) generates a Dch data symbol by modulating Dch data after encoding. A modulating section (22) generates an Lch data symbol by modulating Lch data after encoding. An allocating section (103) allocates the Dch data symbol and the Lch data symbol to respective sub-carriers constituting an OFDM symbol and outputs them to a multiplex section (104). In this case the allocating section (103) allocates the Dch data symbol to a plurality of resource blocks where one Dch is arranged at an interval which is integral multiple of the number of resource blocks constituting one resource block group.
