The communication system includes a transmission side communication device (310) and a reception side communication device (320). The transmitting communication device (310) determines a control element related to one of the carriers, for example, a control element of the medium access control protocol, and gives an identifier identifying the carrier to which the control element is related to the control element. The transmitting communication device (310) transmits the control element with the identifier to the receiving communication device (320) on one of the carriers.
