PROBLEM TO BE SOLVED: To provide a method and apparatus in which: the LTE may include a severe earthquake and tsunami warning service (ETWS); the ETWS may warn wireless telephone users of an imminent or nearby man-made or natural disaster; and in the LTE radio access network ETWS information is distributed via system information broadcast.

SOLUTION: The present invention provides a method and apparatus for providing emergency information to a WTRU. The WTRU is configured to receive a system information message including an emergency message notification and emergency system information messages. The system information messages are segmented and overlap non-emergency system information messages or located between non-emergency system information messages. The WTRU is configured to process emergency information messages.
