PROBLEM TO BE SOLVED: To provide a technology for inserting a virtual carrier into a conventional OFDM(Orthogonal Frequency Division Multiplexing) host carrier in a communication system.

SOLUTION: A mobile communication system for communicating data with a mobile communication device includes one or more base stations 1401 each including a transmitter and a receiver which operate to provide a radio access interface and first and second mobile communication devices 1402 1403. The radio access interface provides a host carrier over a downlink. The radio access interface provided by one or more base stations is configured to provide a virtual carrier and the virtual carrier provides one or more resource elements in a first frequency range and in a second frequency range smaller than the first frequency range and the second mobile communication device operates to receive downlink communication by detecting the virtual carrier.
