PROBLEM TO BE SOLVED: To provide a transmission system or decoding system for a coded speech and audio having a limit of a frame erasure provided.

SOLUTION: A terminal device comprises: a coding mode setting unit that sets an operation mode from a plurality of operation modes for coding by use of a codec of input audio data; and the codec that codes a current frame of the input audio data according to any one of a plurality of frame erasure concealment (FEC) modes when the operation mode is a high FER operation mode. Right after the operation mode is set to the high FER operation mode the coding mode setting unit is configured to: select any one FEC mode from preset FEC modes pertaining to the high FER operation mode; and code the input audio data on the basis of incorporation of redundancy contained in the coding of the input audio data or separate redundancy information.
