PROBLEM TO BE SOLVED: To determine PUCCH resources to be used in notification of response signals without imposing scheduling restrictions on future DL subframes.

SOLUTION: A PUCCH resource region is divided into a plurality of partial regions and each of the partial regions is divided into a number of downlink communication subframes. PUCCH resources for each index c of the partial region and each index m indicating a time-sequential order of the downlink communication subframes are arranged in the PUCCH resource region in ascending order of indices m and in ascending order of indices c. A first offset value can take any of positive and negative values. When a positive offset value is given PUCCH resources in a frequency direction of unit bands rather than PUCCH resources indicated by n eCCE are indicated by the addition to the neCCE and when a negative offset value is given PUCCH resources in a frequency end direction of unit bands rather than PUCCH resources indicated by the neCCE are indicated by the addition to the neCCE.
