To provide an upstream control channel transmission method, a network device, and a terminal device that reduce scheduling complexity and signaling overhead by determining a frequency domain resource to transmit an uplink control channel through a combination of dynamic scheduling and an implicit instruction.SOLUTION: An upstream control channel transmission method includes transmitting a downlink control channel to a terminal device in a control region of a first downlink frequency region by a network device, and receiving the uplink control channel transmitted by the terminal device in a first uplink frequency domain scheduling unit of each of the first uplink frequency region control region of at least one first uplink frequency region by the network device.
