The disclosed relates to a device and method for configuring almost blank subframe, and a heterogeneous wireless communication network. The device comprises: a first information acquisition unit for acquiring the first information, wherein the first information relates to the index that indicates the communication quality of the user terminal served by an aggressor base station; a second information acquisition unit for acquiring second information, wherein the second information relates to the index that indicates the interference degree of user terminal interfered by the aggressor base station; and a configuration unit, for configuring, based on the first information and the second information, the almost blank subframe sent by the aggressor base station by adjusting at least one of the almost subframe silence ratio and power decrease amount. The disclosed technical solution according to the present disclosure improves the overall performance of the heterogeneous wireless communication network.
