PROBLEM TO BE SOLVED: To avoid a PUCCH resource collision between terminals with the suppression of a PUCCH resource increase if a plurality of search spaces are set for an ePDCCH for a single terminal.

SOLUTION: A set unit (102) sets to a terminal (200) a first search space and a second search space which are candidates for the allocation of control information within a data allocatable area. Each of the first and second search spaces is configured by a plurality of control channel elements. A signal allocation unit (105) allocates the control information to each of the first and second search spaces. The set unit (102) allocates numbers to the plurality of first control channel elements which constitute the first search space in an ascending order and also allocates each number which is greater than the numbers allocated to the plurality of first control channel elements or an identical number to the plurality of second control channel elements which constitute the second search space.
