A terminal device and a base station device that allocates wireless resources to the terminal device and wirelessly communicates with the terminal device using the allocated wireless resources, and retransmits data to the terminal device according to a communication state of wireless communication. A determination unit that determines a retransmission pattern, a control signal for controlling allocation of radio resources including retransmission pattern information related to the determined retransmission pattern, and a data signal for data transmission including data to be transmitted to the terminal device.
