In the first dedicated control channel (DCCH) mode of operation, the wireless terminal is allocated more segments than in the second mode. The wireless terminal uses different information bits for modulation symbol mapping in different modes. On the basis of each DCCH segment, the same number of modulation symbols are communicated in either mode but more information bits are carried in the second mode. Information bits for the DCCH segment are divided into two subsets. Two subsets are used to generate another set, each of the two subsets and another set being input with the same mapping function to produce three identical size sets of modulation symbols transmitted over the DCCH segment. Uplink tone hopping uses one of the same sized sets of modulation symbols for the DCCH segment to use the same tone, but different sets are used to use different tones.
