An apparatus, system, and method are provided for efficiently managing reverse link communication in a communication system having geographically dispersed base stations. The coupled load information is exchanged between base stations to enable the base station to determine an appropriate allocation of reverse link channel resources to mobile stations served by the base station. Since the allocation of reverse link channel resources is controlled directly by the base station, delays due to communication with the centralized controller are eliminated. As a result, the adverse function of load scheduling based on outdated reverse channel information is minimized.
