The transmitting entity (eg, user equipment (UE)) is expected to reduce the segmentation of radio link control (RLC) service data units (SDUs) while minimizing padding. Provision or signaling of constraints such as maximum padding amount or minimum segmentation size is used in a deterministic manner within the UE to balance these purposes. A receiving entity (eg, an evolved base node (eNB)) is benefited by being able to signal these parameters, where an application to RLC instances can distinguish between data and signaling radio bearers. Compliance, such as a network entity that uses at least some of the same schemes on the downlink, may also be voluntary.
