A method and apparatus for controlling the reverse link rate of a mobile station provides a first rate control command as primary rate control for general progress control of the reverse link rate of one or more mobile stations. These first rate control commands are periodically transmitted command rates generated as a function of reverse link loading, for example, and used to control the reverse link rate of a mobile station for which service requirements do not currently require targeted reverse link rate control.
