Systems and methods are disclosed that facilitate power distribution and data allocation in a multi-carrier wireless communication system. A portion of transmit power may be pre-allocated to the anchor carrier to support non-scheduled data flows. The remaining power is split between all the carriers including the anchor carrier after pre-allocation. Data from one or more scheduled and non-scheduled flows is assigned to carriers according to priorities associated with the one or more flows. Allocation of data may be performed starting sequentially with a non-anchor carrier. In addition, non-scheduled data flows may be limited to anchor carriers.
