PURPOSE: To solve problems of a conventional base station selection type transmission power control method where the reliability of selection of a base station has been lost because all or part of a base station selection signal required for this system is missing when transmission of a mobile station in a speech state is temporarily stopped, missing is caused in an outgoing reception signal and the mobile station has required an additional circuit to watchdog an update timing at any time because an offset has sometimes caused between base stations during soft hand-over with respect to update timing of a main base station at a reception point by the mobile station due to a delay in a transmission channel and because the selection period of the base stations is constant. CONSTITUTION: Each base station checks a missing quantity of a base station selection signal and no transmission power is suppressed for a base station even when it is not substantially a non-master base station when the missing quantity is a prescribed value or over (H-001). Each base station in a set of soft hand-over always updates a state of the main base stations depending on timing decided in advance so that update timing of the master base station with respect to the mobile station is synchronous.
