In LAPDm, a short message service is implemented by preempting every second signaling message when there is a short message to be sent. Instead of LAPDm, the same preemption mechanism is also required when the RLC / MAC protocol is used at the data link layer. This mechanism is provided by defining at least two different identities to be used for frames transmitted on the signaling channel, and preempting the frames on the MAC based at least on the identities associated with the frames. The identities are preferably identified based on the signaling radio bearer of the frame.
