PURPOSE: An RLAN(Radio LAN) having an RAN(Radio Access Network) IP gateway embedded with a mobility management function is provided to include an RAN IP gateway for enabling public Internet access and mobility management, and to be combined with a UMTS used with a common core network, thereby tracking and realizing an AAA function in the core network. CONSTITUTION: The first base station has a transceiver for establishing a connection with a UE(User Equipment) within a portion of an RLAN service area. The first RNC(Radio Network Controller) is connected to the first base station to control base station communication. An RAN IP gateway has a GPRS Internet connector on the Internet, and communicates AAA function information with a core network. If a wireless connection for performing communication of user data is established between the first UE located within a selected part of the RLAN service area and the second UE located out of the selected part, an AAA function is performed by using the core network. The GPRS Internet connector is used to transmit the user data between the first and second UEs.
