The present invention suppresses interference by the mobile station performing soft handover, enables the improvement of the throughput of the entire cell, and reduces the complexity of the mobile station. The transmission rate control method according to the present invention includes a step of a radio base station (RNC) notifying a mobile station (UE) of the maximum allowable transmission rate of uplink user data using an absolute speed control channel (AGCH), and a wireless network. The control station (RNC) instructs the mobile station (UE) to reduce the maximum allowed transmission rate by layer-3 signaling, and the mobile station (UE) according to the instruction from the radio network control station (RNC). Reducing the maximum allowed transmission rate and controlling the transmission rate of the uplink user data according to the reduced maximum allowed transmission rate.
